The air is fresh and clean, and life begins anew. Easter reminds us of the same, as we celebrate the resurrection of our Lord, Christ Jesus.

Also, in Sacramento, staff at California Family Council spends the winter months of December, January and February sorting through hundreds of bill introductions only to find – once again – a dearth of bills negatively impacting California laws and culture. Yet, along with these hostile, menacing bills – often even worse than the preceding year’s – there are nuggets of hope.
No one knows how much water Californians pump from the ground, and legislation to find out faces opposition from an agricultural community that fears the knowledge might lead to regulation and rationing. At issue is a fundamental question: When farmers or cities draw water from wells, are they dipping into a resource shared by everyone, or are they exercising a right of landownership? The lakes of water beneath the Central Valley form, collectively, the second-most-pumped aquifer in the nation: So much water has been sucked out of the ground that the land above has sunk in some places.

Some hopeful the peripheral canal's time is finally here
By Hank Shaw, Stockton Record
The Peripheral Canal. Its very name swells arteries and closes minds. For a quarter-century, the idea of a canal linking the Sacramento River to the giant water pumps in Tracy - bypassing the Delta - has been so politically toxic that the phrase "peripheral canal" is never mentioned by its supporters, who have taken to calling it "the bagel," only half in jest. Times have changed.

The hidden hand behind HPV campaign
By the Orange County Register
Everyone knows big companies lobby Congress and state legislatures heavily to rig the game in their favor. But we've rarely seen a more blatant attempt to fill a corporation's coffers by manipulating the political system, or regulate itself a market, than we're seeing in the case of pharmaceutical giant Merck & Co, the hidden hand behind a national push to require that teenage girls be immunized against human papilloma virus, HPV, a sexually transmitted disease linked to cervical cancer.
      Health nut tougher to crack
By Dan Walters, Sacramento Bee
Schwarzenegger's health care approach, however, is catching it from both ideological sides. Democrats want a state-operated "single payer" system or at least some tougher regulation of health care insurers, and complain about costs to middle-income families. Republicans dislike the billions of dollars in taxes on employers and health care providers that the governor wants to call fees and oppose covering illegal immigrants. And, of course, those who would have to cough up the money are not pleased.

Who will help pick the judges?
By STEVE BARIC and KEITH CARLSON, Orange County Register
With this month's resignation of Republican John Davies, Gov. Schwarzenegger must select a new judicial appointments secretary. What makes the timing of this selection so important is the fact that the governor will appoint 50 new Superior Court Judges this spring. His secretary will have a major impact on whether these appointments are conservative Republicans or liberal Democrats.

Let these limits follow Brown to retirement
By George Skelton, Los Angeles Times
Willie Brown has been gone from the Legislature for almost 12 years and he isn't coming back. a Prayer Conference Call for leaders in our state to have an opportunity to corporately agree and fulfill the biblical mandate to pray for those in authority over us in 1 Tim 2:1-2.

I honor your ministry to your region and our state and thank you for all the ways and years you have sacrificed to see God's standard of prayer raised in our state. I believe the Lord wants to encourage you and bless you, because of your faithfulness. I also believe that as the leaders go into the gap for our state, together, we will see the Lord pour out a fresh anointing of prayer on the churches in our regions which will further propel us toward fulfilling God's goals for us.

When the Lord called me to serve as coordinator for this ministry, I was impressed that my assignment was to network the ministries that are already in place so we can petition our Lord as "the body of Christ in California." I believe the Lord has shown me that as every joint fitly supplies and we let our voices be raised to him "in one accord" with what the scriptures say, we will see the breakthrough that we have all been longing to see all the years we have been serving Him. We will be fulfilling Jesus' prayer in John 17:21 as we unite. With all of the negative reports and words being given regarding our state, I am impressed that this is more important than ever, so the Lord's plan of healing and restoration of our state will be enforced instead of the enemy's plan for destruction.

Attached you will find a scriptural prayer guide for us to use to come into agreement with God's word for our state. I welcome any and all imput from leaders such as yourself as to any further issues we might want to include etc. In addition, I have attach a flyer for another ministry who is willing to serve you in establishing 1 Tim 2:1-2 monthly prayer meetings in your area. I am also willing to further serve you in facilitating your own 1 Tim 2:1-2 conference calls in your area, by supplying you with your own conference call number and access code, for your region. It would be up to you to determine how often you would want them.

I have two available times for you to call, depending on what works best with your schedule, Thursday evenings at 8:PM or Tuesday mornings @ 5:AM. These calls will only be one hour in duration. "Could you not tarry one hour," was the scripture I felt the Lord gave me when I felt him leading me in this direction. The conference calls are free with the exception of the phone charges which will be minimum due to the times picked for these calls. Most cell phones allow you to call for free at these times.

The Conference Call number is: Dial in: 563-843-7429 Access Code: 568978#

I will look forward to praying with you!

Your Co-laborer in Christ,
Stephanie Steele
(530) 870-6906
stephanie@gptusa.org
P.O. ABC News reported Friday that Schwarzenegger is strongly supporting Bush's call for a troop surge in Iraq, saying that "we should give it everything.'' Bless his marriage, family, health, leadership, counselors etc. etc. etc. Pray the life the Lord intends him to have of blessing and grace in his leadership position and life.

In the inaugural address that I've copied below, there are many encouraging things our Governor referred to.

God bless you as you pray for him!

Sincerely,

Stephanie Steele
State Prayer Leader Governors' Prayer Team - CA
stephanie@gptusa.org
http://www.visionprayer.org/id/gpt_ca/gpt/

Governor Schwarzenegger's Inaugural Address
January 5, 2007

You Are Much Love and Appreciated . . .

Beloved GPT Prayer Team Member, God richly bless you as we start this new year with hopeful anticipation for the good things God has in store for all who are called according to His purpose.

I want to thank you for being faithful to pray every day, not just for our Governor, but ALL of our leaders. Any person in leadership needs our prayers. Remember this is the vision and call of the Governor's Prayer Team to pray for all those in leadership positions in government, in the church and in the marketplace.

The men and women in high leadership positions need prayer. They carry heavy weights of responsibility. Their decisions affect millions of people around the world. Yet, they are just ordinary people, like you and me. They need God's wisdom. Pray they will seek God for wisdom, guidance and health to do the tasks. As this week is the week when our newly elected leaders are taking their oaths of office, I am asking you to pray particularly for them to remember that they are civil servants and that God himself has allowed them to have this position at this time.

Pray that they will walk in the "fear of the Lord" which is the beginning of wisdom. Pray for wise counselors for each and every one of them and that they will be delivered from every evil work. I am also asking as our state and nation is at such a crossroad, that you consider fasting at least one day a week for God's kingdom to come and His will to be done on earth, in California as it is in heaven. When God gives you your fast day, I am asking that you would let me know what day He has given you.

If you know of others who have a burden to pray for leaders please have them log onto the California site of www.governorsprayerteam.org and send me a request to join, using your name as a referral. I close with a quote from another GPT state leader: "GOD HAS CALLED YOU TO PRAY. Many people are called to pray and to be intercessors, but few answer His call. YOU have said "Yes, Lord. Here I am, use me. He has and He will. YOU are on the front lines, in these times of crisis. When you pray, don't grow weary. We may not see answers in our lifetime, but often we do!

When we get to heaven, we will see the results of our intercession. We often don't realize the power of our prayers, in Jesus' name! Situations change when YOU pray. Deadly events can be averted because YOU pray. Angels are sent to help, when YOU pray. Realize how precious you are to God, our heavenly Father.

Stay strong and depend on the Holy Spirit to lead you as you pray. Nothing is too hard for God. Pray with thanksgiving. God loves America. We must pray that we will repent of our sins and seek His mercy that He won't destroy our land." Here are prayers we can pray for the three levels of government: federal, state, and local.
by Alan Speed (adapted)

The following prayers for the federal, state and city levels of government are adapted for personal and congregational use . . . .

We pause from our busy lives to pray for all three levels of government: federal, state and city. We believe in the positive results of making prayer a priority within this country, this state and our cities. We believe that prayer will lead to godly changes in society. Prayer can bring lasting results, and prayer can bring unity within our communities.

Without exception, Scripture tells us that when people unite in specific prayer, God hears, answers, provides, delivers and empowers them. For example; 2 Chronicles 13 tells us, "God promises to hear and answer the humble prayer of His people." In so many cases united prayer brought dramatic, powerful intervention by God on behalf of the people of Israel.

Prayer for the Federal Government

Dear God, we pray for wisdom and strength for our Country's leaders. We pray that they will have a conscience void of offence toward God and man.

We pray for our president, George W. Bush, and his family. We pray for V.P. Chaney, the cabinet ministers, , all members of joint congress and their families. We pray for the U.S. Senate and the leaders and members of all political parties, and the U.S. House of Representative, and the Speaker of the House.

We pray for the decision-makers, the planners, technicians and all the thousands of civil servants who contribute to the day-to-day operation of this great country.

Keep them forever mindful of the importance of, and expectation that, they be men and women of integrity. Help them be upright, honest and sincere in all they do.

We ask that they be men and women of strong character with sound morality, and people of principle who share a strong vision of a godly nation with a bright future.

Keep them forever mindful of their influence, particularly upon our country's young people so that future generations will be equipped to become effective, godly future leaders.

We pray for the U.S.'s international reputation and relationships, and ask that our great country will earn the genuine respect of others, not only as we enhance our reputation as peace keepers, but especially as a Christian nation—a nation of men and women of godly influence who strive to serve the needs of mankind spiritually, mentally and physically.

Our country has made much progress in the advancement of technology, medicine, education, and increased standards of living. Deliver us from deterioration in moral standards, and a turning away from the spiritual truths that originally made the United States such a great nation.

God, we pray that the leaders of this great nation will pause to reflect upon the principles that made it great.

We thank you for the wisdom and promises of Scripture, and we ask that the leaders of our country be guided by these words of wisdom, as they lead, influence, develop the laws of this land, wrestle with the challenges of balancing budgets and face many issues before them. We pray that we as Americans will never become morally bankrupt.

We pray that our leaders will lead with compassion and love, and be forever aware of their huge responsibility to the people of this nation and of their greater responsibility to God.

We will each be held accountable for what we do on earth, and we are reminded in Luke that "from everyone to who has been given much, much will be demanded; and, from the one who has been entrusted with much, much more will be asked."

Dear God, we ask your blessing on our nation's leaders. Give them the strength, vision, love and compassion they require to be effective and godly leaders.

God bless and protect our nation's leaders. In Jesus' name, amen.

State Government

Leaders are asked to humble themselves and pray to seek and receive God's protection and blessing (see Ezra 8). Believers are told to ask for and receive boldness and abundant grace as they unite in one heart and mind in specific prayer (see Acts 4).

Dear God, we are thankful for the beauty of our state—for open spaces, for freedom to move around and travel, for many natural resources, for fresh water, for green grass, trees, flowers, animals, birds, and nature in all of its magnificence and splendour.

We take so much for granted. Forgive us. We know that every good and perfect gift comes from you.

Our state is home to millions of people, and order, progress; and prosperity continue to rely upon effective, skilful and dedicated leadership.

We pray for wisdom and strength for our state leaders, especially for our Governor and his family—may they be aware of our prayerful support. We pray for the House of the Senate and all the members of the Assembly as they deliberate on issues. We pray also for their families. May our leaders take time with their loved ones to create a positive, loving atmosphere in their homes and to build good family relationships.

We pray that our state leaders will always be mindful of the essential qualities necessary to provide good leadership and that they will be servant leaders who serve people with integrity, sound morals, strong principles and compassion. May their influence be positive, morally sound, inspirational and filled with compassion, love and respect.

May more and more of our leaders seek your face and secure a personal knowledge of your love and presence in their hearts.

Thank you for their personal commitment and dedication. They have made numerous sacrifices to be our leaders. They balance budgets, enact state laws and regulations, develop a vision for the days and years ahead, and help create an exciting future for our province. Yet our leaders are human and have limitations. But God, we know that you are almighty and awesome, and we ask that you bless our state leaders, the Governor, and the leaders of the other political parties who make up the political structure.

Bless the county supervisors, and leaders, and city managers and their staff's who combine with the thousands of civil servants to assist in the leadership of all states.

God bless and protect our State leaders. In Jesus' name, amen.

Our Cities

It is the responsibility of Christians to meet together and pray for all those in authority (see 1Timothy 2). Then we are told that whatever we ask for in prayer, if we believe that we have received it, then it is ours. (Mark 11).

Dear God, we pray for our city (town) and all its surrounding communities. Change demands patience, understanding, vision and planning. It requires leaders to be in touch with their local communities, with knowledge of priorities and with a love and passion for the people and the work involved. We ask that you relieve the challenges and obstacles that cause delays, and impart to our leaders the ability to make progress, and inspire and motivate people.

Jesus was our greatest example of love and compassion. He walked among the people, taught, healed, loved and took a personal interest in their lives. We pray that our leaders will experience that kind of servant leadership in their own lives.
We thank you for each of them. We ask your blessing upon the mayor and their family. Also, we pray for every member of council, that they will bring strong and principled leadership to this community. Bless their families as they balance their responsibilities between home and public office.

Not only do the residents of this community look to them for leadership, but their actions are open to observation in the state, and sometimes internationally. We pray that our leaders will be mindful of their integrity, and that they accept their responsibilities with sincerity. May they always realize exactly what it means to be in a position of influence, and may their character and honesty help enhance the vision and future for our community.

We ask your blessing upon the city councils and city managers, chiefs of fire and police and sherff and civil servants who assist in the administration and operation of this community.

God bless and protect ALL our local leaders. In Jesus' name, amen.

The three levels of government

Dear God, we pray for effective and genuine cooperation between the three levels of government, so that people are served with honesty and sincerity and as a result find a new affection in their hearts for the wellbeing of others.

We are aware of the diversity of the population, and ask that our leaders serve without bias, prepared to reach out beyond traditional boundaries of service, to meet people in their time of need, and to lead them into a bright and optimistic future. Please grant them wisdom and strength. May they experience fulfillment and peace in the service of others.

God bless and protect our leaders. God wants to use us as leaders to mobilize real prayer that will shift the focus of the church off of itself and back to its first love for Him, which will produce His nature and character within His body, which will in turn produce the love for our neighbors that will be tangibly seen and felt and bring forth the true testimony of Jesus Christ. Bottom line God wants to use us to usher in the revival that we have all seen and been working for years to see it come to pass.

It is for such a time as this that we have been called into leadership. God has a plan for the deliverance of our nation and He desires to use us.

You are God's Daniel / Esther. Be not weary in well doing for in due time you shall reap, only faint not.

Sincerely, Stephanie Steele
California Coordinator
Governors Prayer Team

Welcome to the Governor's Praye Team for Calfiornia
