Legislation to measure aquifer faces opposition
By Hank Shaw, Stockton Record
No one knows how much water Californians pump from the ground, and legislation to find out faces opposition from an agricultural community that fears the knowledge might lead to regulation and rationing. At issue is a fundamental question: When farmers or cities draw water from wells, are they dipping into a resource shared by everyone, or are they exercising a right of landownership? The lakes of water beneath the Central Valley form, collectively, the second-most-pumped aquifer in the nation: So much water has been sucked out of the ground that the land above has sunk in some places.

Some hopeful the peripheral canal's time is finally here
By Hank Shaw, Stockton Record
The Peripheral Canal. Its very name swells arteries and closes minds. For a quarter-century, the idea of a canal linking the Sacramento River to the giant water pumps in Tracy - bypassing the Delta - has been so politically toxic that the phrase "peripheral canal" is never mentioned by its supporters, who have taken to calling it "the bagel," only half in jest. Times have changed.

The hidden hand behind HPV campaign
By the Orange County Register
Everyone knows big companies lobby Congress and state legislatures heavily to rig the game in their favor. But we've rarely seen a more blatant attempt to fill a corporation's coffers by manipulating the political system, or regulate itself a market, than we're seeing in the case of pharmaceutical giant Merck & Co, the hidden hand behind a national push to require that teenage girls be immunized against human papilloma virus, HPV, a sexually transmitted disease linked to cervical cancer.

Health nut tougher to crack
By Dan Walters, Sacramento Bee
Schwarzenegger's health care approach, however, is catching it from both ideological sides. Democrats want a state-operated "single payer" system or at least some tougher regulation of health care insurers, and complain about costs to middle-income families. Republicans dislike the billions of dollars in taxes on employers and health care providers that the governor wants to call fees and oppose covering illegal immigrants. And, of course, those who would have to cough up the money are not pleased.

Who will help pick the judges?
By STEVE BARIC and KEITH CARLSON, Orange County Register
With this month's resignation of Republican John Davies, Gov. Schwarzenegger must select a new judicial appointments secretary. What makes the timing of this selection so important is the fact that the governor will appoint 50 new Superior Court Judges this spring. His secretary will have a major impact on whether these appointments are conservative Republicans or liberal Democrats.

Let these limits follow Brown to retirement
By George Skelton, Los Angeles Times
Willie Brown has been gone from the Legislature for almost 12 years and he isn't coming back. So maybe some voters out there will realize it's now safe to ease up on term limits.

Blessings and Grace to you!

As a service to the body of Christ in California, the Governor's Prayer Team is hosting a Prayer Conference Call for leaders in our state to have an opportunity to corporately agree and fulfill the biblical mandate to pray for those in authority over us in 1 Tim 2:1-2.

I honor your ministry to your region and our state and thank you for all the ways and years you have sacrificed to see God's standard of prayer raised in our state. I believe the Lord wants to encourage you and bless you, because of your faithfulness. I also believe that as the leaders go into the gap for our state, together, we will see the Lord pour out a fresh anointing of prayer on the churches in our regions which will further propel us toward fulfilling God's goals for us.

When the Lord called me to serve as coordinator for this ministry, I was impressed that my assignment was to network the ministries that are already in place so we can petition our Lord as "the body of Christ in California." I believe the Lord has shown me that as every joint fitly supplies and we let our voices be raised to him "in one accord" with what the scriptures say, we will see the breakthrough that we have all been longing to see all the years we have been serving Him. We will be fulfilling Jesus' prayer in John 17:21 as we unite. With all of the negative reports and words being given regarding our state, I am impressed that this is more important than ever, so the Lord's plan of healing and restoration of our state will be enforced instead of the enemy's plan for destruction.

Attached you will find a scriptural prayer guide for us to use to come into agreement with God's word for our state. I welcome any and all imput from leaders such as yourself as to any further issues we might want to include etc. In addition, I have attach a flyer for another ministry who is willing to serve you in establishing 1 Tim 2:1-2 monthly prayer meetings in your area. I am also willing to further serve you in facilitating your own 1 Tim 2:1-2 conference calls in your area, by supplying you with your own conference call number and access code, for your region. It would be up to you to determine how often you would want them.

I have two available times for you to call, depending on what works best with your schedule, Thursday evenings at 8:PM or Tuesday mornings @ 5:AM. These calls will only be one hour in duration. "Could you not tarry one hour," was the scripture I felt the Lord gave me when I felt him leading me in this direction.
The conference calls are free with the exception of the phone charges which will be minimum due to the times picked for these calls. Most cell phones allow you to call for free at these times.

The Conference Call number is:
Dial in: 563-843-7429 Access Code: 568978#

I will look forward to praying with you!
